Appeal process against refusal, annulment and revocation of a visa
A foreign citizen may appeal a visa refusal, annulment, or revocation decision by submitting an appeal to the Ministry of Foreign Affairs within 10 days of receipt of the decision; this deadline shall not be extended or restored.
The appeal shall be submitted on the application form provided below
sent to the Ministry by post (address: Islandi väljak 1, 15049, Tallinn, Estonia) or digitally signed by e-mail to [email protected], provided that the appeal application is signed with a digital signature recognized in the Republic of Estonia.
In addition to the application form for contesting, a document proving payment of the state fee and copy of the personal data page of the contesting party’s travel document shall be provided. In case an appeal is submitted through a representative, a copy of the personal data page of the representative’s travel document or Estonian ID card shall also be attached. A power of attorney shall be provided if the contesting party has not granted authorization by completing and signing the relevant fields on the application form.
Submission of any other additional document is not required. Additional documents shall not be taken into account while reviewing the appeal.
The fee for reviewing the appeal is 160 €.
All costs related to the transfer of the state fee shall be paid by the payer. The state fee must be duly paid by the deadline; the payment must be received by that date in order for the appeal to be considered admissible.
The state fee can be paid to the bank accounts of Estonian Ministry of Finance.

It is obligatory to use reference number when making payment to the account of Estonian Ministry of Finance. If it is not possible to enter the reference number on the payment order of a foreign country, the reference number must be entered in the clarification field.

Review of the appeal
The Ministry will review the appeal within 30 days from the appeal registration date; this period may be extended in accordance with the regulation of the Minister of the Interior, and the contesting party shall be notified of any such extension.
Pursuant to the Aliens Act, a decision made on the basis of an appeal shall not be substantiated. A foreigner or any other person is also not notified of the facts on the basis of which the decision is made, the reason for making the decision or the information related thereto.
Complaint against appeal decision
In case the decision is not changed, the foreigner may file a complaint to the administrative court against the decision and the appeal decision in accordance with the procedure provided for in the Code of Administrative Court Procedure within 10 days from the date of notification of the appeal decision.
Filing a complaint against the decision and the appeal decision with the administrative court or its processing shall not constitute a basis for the alien to enter or stay in the territory of a member state of the Schengen Convention, nor shall it postpone the fulfillment of the obligation to leave it.
