The development plan:
- defines the strategic foreign policy goals and the activities for their implementation;
- supports the implementation of strategic documents concerning the foreign policy of the Riigikogu and the Government of the Republic of Estonia;
- plans foreign policy activities and instruments in cooperation with other agencies;
- implements a strategic planning management system which is a prerequisite for the implementation of activity-based budgeting.
Foreign policy is supranational and intertwined with other areas. The overall success of foreign policy depends on the clarity and functioning of the principles of cooperation between all parties, including the private, public, and civil society sectors.
The general objective of foreign policy is:
- the preservation of the Estonian nation, language, and culture through the ages and ensuring the independence and sovereignty of the Republic of Estonia in international relations;
- the growth of protection and well-being of Estonian citizens;
- the growing contribution of Estonia to global sustainable development.
The general objective is pursued through three pillars of foreign policy:
- security, stability of international relations, and sustainable development;
- foreign economy;
- Estonian community abroad.
