Due to the lack of a significant military industry, the most important items under control are dual-use goods that can be used for both civilian and military purposes and which include, among other things, raw materials that are mostly imported from Russia and delivered to Western markets. The export of strategically important advanced technology, materials, machines, and equipment produced in Estonia is also growing rapidly.
Import and export licences and transit permits necessary for the import and export of strategic goods and their transit through Estonian territory to third countries are issued, extended, and revoked by the inter-agency Strategic Goods Commission established on the basis of the order of the Government of the Republic.
The Strategic Goods Commission has switched to the electronic processing environment Stratlink, and applications, statements, reports, and other documents must be submitted to the Commission through the electronic system.

The basis for classifying goods as controlled is the list of strategic goods, which includes:
- military goods (Regulation No. 171 of the Government of the Republic of 22 December 2011);
- defence-related products (Regulation No. 171 of the Government of the Republic of 22 December 2011);
- the list provided in Regulation No. (EU) 2019/125 of the European Parliament and of the Council concerning trade in certain goods which could be used for capital punishment, torture or other cruel, inhuman or degrading treatment or punishment (OJ L 30 31.1.2019, pages 1–57);
- dual-use goods established in the list of Council Regulation (EC) No. 2021/821 setting up a Community regime for the control of exports, transfer, brokering and transit of dual-use items
