OTTAWA, May 2, 2013 /CNW/ - His Excellency Toomas Hendrik Ilves, President of the Republic of Estonia, accompanied by the Honourable Steven Blaney, Minister of Veterans Affairs and Minister for La Francophonie, today paid tribute to Canadian Veterans and Canadian Armed Forces personnel during a wreath-laying ceremony at the National War Memorial.
"Since Estonia regained its independence in 1991, our countries have worked together on military operations with the goal of defending peace, freedom and democracy around the world," said Minister Blaney. "We are grateful to the people of Estonia for recognizing the commitment and sacrifices of Canada's Veterans and our men and women in uniform today."

Wood Floors That Won't Follow Straight Lines

Bolefloor in Estonia makes floors cut to follow natural grains rather than straight lines

Kuldar Leis decided not to play it straight when it came time for him to outfit his new house in his native Estonia.
The 44-year-old chief executive of Premia Foods, a major Estonian food corporation, had ordered enough Ukranian elm to cover about half of the floor space in his new 3,300-square-foot home. Then he saw a presentation by a local company on the virtue of using curved cuts in hardwood floors. Impressed, he asked the company, called Bolefloor, to start carving up his wood.
The lines that now etch the long, elegant floors in his modern-style house are more than a little crooked. Bolefloor follows a tree's natural growth instead of forcing a straight edge, so each long plank bends around and dips under the knots and natural quirks of the wood.
/.../ Mr. Leis is among an expanding clutch of people who have embraced the wandering seams of Bolefloor floors. The company, which has its headquarters and operates a factory in the tiny Baltic nation of Estonia, has sold $2 million in flooring to residential and corporate customers world-wide from ski cottages in Switzerland to Hong Kong penthouses, since it started production in 2011.
Curved floorboards aren't a new phenomenon: For centuries, craftsmen have been giving customers unique wood works that bend to the forms of nature. Bolefloor, however, claims to be the first company to have the technology to mass-produce such effects.
It has invested $5 million in a plant and equipment, and now has 50 employees, with plans to add 100 more employees and expand into U.S. production, said CEO Rain Eisler. Mr. Eisler founded the company in 2010 with Hannes Tarn, who long had the idea for making the crafted floors.
"Nature is 100% crooked," Mr. Eisler said in an interview. "Why should everything that surrounds us have a straight line?" /.../

Estonian April Inflation Eased to 32-Month Low on Fuel, Housing

Estonian inflation slowed more than economists forecast in April to the weakest pace in 32 months as the cost of fuel and housing declined.
Consumer prices rose 3.1 percent from a year earlier, the least since August 2010 and down from 3.5 percent in March, the statistics office, based in the capital, Tallinn, said today on its website. That fell short of all estimates in a Bloomberg survey of five analysts, whose median forecast was 3.4 percent. Prices declined 0.1 percent from the previous month after rising 0.7 percent in March.

Two Men Charged by U.S. in Weapon Machinery Shipping Plot

A Taiwanese man with ties to North Korea who the U.S. called a proliferator of weapons of mass destruction in 2009 and his Chicago-area son were charged with trying to evade federal laws curbing the spread of such weapons, prosecutors said.
Hsien Tai Tsai, 67, also known as “Alex,” was arrested May 1 in Tallinn, Estonia, while his son, Yueh-Hsun “Gary” Tsai, 36, was apprehended the same day in suburban Glenview, Illinois, acting Chicago U.S. Attorney Gary Shapiro said in a statement yesterday.

She is currently head of unit in DG Translation, responsible for professional and organisational development issues. She has been involved in translation operation management since 1995, being in charge of translation of the acquis communautaireinto Estonian before her country's accession to the EU, managing the Estonian language unit in the Council of the EU from 2004 to 2008 and the Estonian language department of DG Translation from 2008 to 2011. She also has an academic background, working as a lecturer at the University of Tartu, from 1984 to 1995. This decision took effect on 1 May.

An expansionary contraction is a nonsensical notion

Sir, Martin Wolf (“Why the Baltic states are no model”, May 1) is absolutely right: there is no such thing as expansionary contraction; a contraction is contractionary. Nevertheless, the Baltic states, which experienced much greater contractions in their gross domestic products in 2009 – between 14 per cent and 18 per cent – than any other EU member state in any year since the crisis began, are the only ones in which the economies grew by more than 5 per cent in 2011, by more than 3 per cent last year and are expected to grow by 3 per cent or more this year. /…/ Mr Wolf attributes the Baltic experience to the fact that they are very small countries that have very open economies. Dismissing the idea that all countries, let alone those of the eurozone, can be viewed as small open economies as an “intellectual disease”, he concludes that what was possible in the Baltic states may be impossible economically, socially and politically in much larger and relatively closed economies. That may be true. Indeed, their very small size may explain why both the volume and share of exports in gross domestic product increased substantially in all three countries between 2007 and 2012. /…/ The message that comes out of the Baltic experience – that severe contractions can lead to sharp drops in unit labour costs which, in turn, can lead to export-led growth – may be politically and socially unpalatable. But it does suggest a model for the euro area members that are searching for a path from austerity to growth. /…/

Sir, Martin Wolf has taken another swing against the Baltic countries (“Why the Baltic states are no model”, May 1 - vt välisajakirjanduse ülevaade, 2.05). Nothing irritates more than success.
Mr Wolf adds up their cumulative output losses from 2008 to 2012, presenting their results as terrible. He uses their actual 2007 gross domestic product as a starting point, but these economies were overheated far beyond their production capacity before the crisis. Therefore, their GDPs in 2007 were about 12 per cent above their output ceilings, according to Eurostat. So, the correct starting point should be their potential 2007 GDP.
Let us instead add the differences between actual and potential GDP. Then, Estonia lost a cumulative 9 per cent of its realistic 2007 capacity from 2008 to 2012. To this should be added the output Estonia produced above its potential GDP from 2004 to 2007 – no less than 29 per cent of GDP. Thus, Estonia generated an impressive surplus of 20 per cent of potential GDP from 2004 to 2012. For Latvia and Lithuania, the corresponding surpluses are 7 per cent and 15 per cent respectively. The UK, by contrast, had a cumulative GDP deficit of 2 per cent of its potential GDP in this period.
Moreover, thanks to rigorous structural reforms the Baltic countries have entered a much higher growth trajectory than other EU countries. How can that be bad?

Ireland needs to move more quickly to get IT and coding lessons on to the school curriculum

When fully rolled out to the whole school population, 100 per cent of students between the ages of seven and 16 will have had the opportunity to code at school.

Der 30 Meter hohe Lastenträger hob am Montagabend (Ortszeit) vom Weltraumbahnhof Kourou im südamerikanischen Französisch-Guayana ab. An Bord waren nach Angaben des Kontrollzentrums die Erdbeobachtungssatelliten Proba-V und VNREDSat-1. Der ursprünglich für vergangenen Freitag geplante Start war kurz vor dem Abheben wegen ungünstiger Wetterbedingungen und starker Höhenwinde verschoben worden.

An der Entwicklung eines weiteren, von Studenten aus Estland gebauten Nanosatelliten war auch das Deutsche Zentrum für Luft- und Raumfahrt (DLR) beteiligt. ESTCube 1 ist Estlands erster Satellit. Er wird ein 10 m langes Seil freisetzen, um elektrostatisches Manövrieren durch Plasmaströmungen zu demonstrieren, was zur Entwicklung elektrostatischer Sonnensegel für treibstofffreie interplanetare Flüge führen könnte./…

Die Satelliten wurden nach der dritten und vierten Zündung der Oberstufe ausgesetzt. Mit einer fünften und letzten Zündung wurde im Einklang mit den neuen Vorschriften zur Eindämmung von Weltraummüll die ausgediente Oberstufe auf eine Flugbahn befördert, die ihren sicheren Wiedereintritt in die Erdatmosphäre gewährleistet.

An Bord waren nach Angaben des Kontrollzentrums zwei Erdbeobachtungssatelliten. Der ursprünglich für vergangenen Freitag geplante Start war kurz vor dem Abheben verschoben worden. Die europäische Raumfahrtagentur ESA begründete dies mit ungünstigen Wetterbedingungen und starken Höhenwinden über Kourou. Der von einer belgischen Firma für die ESA entwickelte Satellit Proba-V soll den globalen Pflanzenbestand überwachen. VNREDSat-1 wird in Vietnam eine genauere Erkundung der Folgen des Klimawandels ermöglichen und zur Vorhersage und Verhütung von Naturkatastrophen dienen. Es ist der erste kommerzielle Satellit, der von Vega ins All gebracht wird. Ein weiterer, von Studenten aus Estland gebauter Mini-Satellit wird ein elektrisches Sonnensegel testen.

Enfin, Vega a clôturé le bal en plaçant sur orbite le nano-satellite ESTCube-1 conçu et fabriqué par une équipe de d'étudiants de l'université nationale de Tartu, en Estonie. Ce premier satellite estonien servira à tester une voile solaire électrique dans l'espace pour de nouveaux concepts de propulsion spatiale./...

Plus un pays est connecté, plus il est vulnérable à une cyberattaque. L'Estonie l'a appris à ses dépens en 2007 lorsqu'elle a été la cible d'une attaque massive par déni de service, soit l'inondation de réseaux informatiques pour empêcher leur fonctionnement.
Sans équivalent à ce jour, cette agression informatique a paralysé les administrations et les banques du petit pays balte pendant plusieurs jours. La Russie, contrariée par la décision du gouvernement de déboulonner un mémorial soviétique dans le centre de Tallinn, a été pointée du doigt, sans preuve./...

Kiidi, la ferme de toutes les cultures

Partager deux semaines en Estonie avec des familles venues d'Israėl, de Russie, de Turquie, se confronter ą d'autres cultures, d'autres langues... C'est ce qu'Elisabeth et Siaka Doumbia, ingénieurs en informatique ą Paris, ont expérimenté avec leurs quatre enfants, āgés de 3 ą 12 ans. Ils ont passé une partie des vacances d'été dans la ferme Kiidi, dans le cadre d'un projet de volontariat. Pays balte rattaché ą l'Europe du Nord, bordé par la Finlande, la Russie et la Lettonie, peuplé de prčs de 1300 ooo habitants, l'Estonie est parsemée de lacs et de forźts. Aprčs son indépendance en 1991, les terres, jusqu'alors collectives, ont été retournées ą leurs propriétaires. Ą la ferme Kiidi, la nature avait repris ses droits. Et c'est Aigar Piho, pčre d'une famille de huit enfants, qui s'en est occupé. Avec l'aide de volontaires locaux et internationaux, il a redonné vie au lieu. Il y a cinq ans, Aigar entreprend d'accueillir des volontaires venant en famille. En échange, il les initie ą la vie locale, leur fait découvrir sa région avec passion. Depuis, un « chantier famille » prend place ą Kiidi. Une fois par an, en aoūt.

Les températures désormais estivales à Kiev n’ont pas été le seul motif de réconfort pour les partisans de Ioulia Timochenko qui campent depuis août 2011 sur l’avenue Khreshatyk, l’artère principale de la capitale ukrainienne. En reconnaissant, le 30 avril, l’arrestation de l’ancienne Première ministre comme "arbitraire et illégale", la Cour européenne des droits de l’homme (CEDH) à Strasbourg a avalisé les nombreuses accusations de "justice sélective" qui se sont élevées, en Ukraine et à l’étranger, depuis deux ans. Doctors seeking to practice medicine in Finland are required to provide different proofs of professional competence, depending on whether they come from inside or outside the European Economic Area.

When Russian physicians arrive in Finland wanting to work, they are required to prove their competence and language skills. An Estonian or Bulgarian doctor on the other hand can take up a contract straight away. The Finnish Medical Association sees the present practice as being unfair.
Most of the doctors from outside the European Economic Area wanting to practice medicine in Finland come from Russia. They are required to pass a language test, six months of internship and successfully complete an examination.
The examination consists of three parts. The first is a test of general clinical medicine. The second is an exam concerning Finnish legislation and the Finnish healthcare system. The third and final part is a mock healthcare centre examination of a patient, which is videotaped and evaluated.
The exams are carried out by the University of Tampere, which then turns over the results to the National Supervisory Authority for Welfare and Health (Valvira).
Most fail
The rate of failure is high. Last year, 97 hopefuls took the first part of the examination. Only 27 passed. Around one third of applicants passed the second part. The rate of success for the third was higher, but it was also the part of the examination most criticized by those who took it.
The situation may change. The Ministry of Education and Culture recently set up a working group to consider training for foreign doctors who want to practice here. Meanwhile, EU regulations may soon require that doctors who are EU citizens pass language tests in the country where they wish to practice.
