Former Olympic ski champion Veerpalu's ban lifted

Double Olympic cross-country skiing champion Andrus Veerpalu won his appeal against a three-year ban on Tuesday because of procedural flaws but the Court of Arbitration for Sport (CAS) suspects the Estonian was guilty of doping.
CAS upheld Veerpalu's appeal against the ban imposed by the International Ski Federation (FIS) after he tested positive for a banned growth hormone in January 2011.
Veerpalu, the 15km champion at the 2002 Salt Lake City Games and the 2006 Turin Olympics, retired soon after the positive test and it is unclear whether the 42-year-old would now plan a return to the sport.

National regulators challenge EU's telecoms price proposal

The European Commission should not set specific fees for telecoms firms seeking access to traditional copper networks as it would mean consumers paying more in Poland, Austria and eight other EU countries, national regulators said on Tuesday.
/…/ The proposed rates would mean higher charges for users in the Netherlands, Austria, Poland, Hungary, Estonia and five other EU countries, all of which currently offer rates below 8 euros, according to separate Commission data. Euro zone bailouts getting harder to agree - policymakers

At a meeting in Finnish Lapland this weekend, attendees including Ireland's Europe Minister Lucinda Creighton and host Prime Minister Jyrki Katainen sounded confident that Cyprus would secure a bailout deal to avoid financial collapse.

Estonia President Says Euro Is ‘Great Currency,’ Supports Latvia

Estonian President Toomas Hendrik Ilves said the euro is a “great currency” and the country’s decision to adopt it in 2011 has only benefited the economy.
“It’s given investor confidence,” Ilves said today in an interview at a meeting of European leaders in Finland. “If you’re willing to follow the rules, it’s a great currency.”
Ilves supports neighboring Latvia’s application to join the euro at the start of next year, while the European Commission is set to issue its recommendation in late May or early June. Estonia imposed austerity measures, enduring one of the world’s worst recessions following the global financial crisis.

Estonia has been an economic success story in the Central Europe and Baltic region, with high levels of growth achieved through the computer, IT and automotive industries, but it’s also a country which is still developing, as reflected in its pension system. The pension apparatus is split into three pillars, firstly the defined benefit state pension, the old age pension, that is funded through tax contributions.
The basic amount the state pension provides is €120,2069, the full amount is calculated after the length of employment, that includes the years which are deemed equal to bringing up children and compulsory military service. /…/Following in the footsteps of most other European countries, the ceiling on the pension age is set to increase from its current level of 63. In April 2010 the Estonian parliament adopted the State Pension Insurance Act, that raised the pension age to 65. /…/ The second pillar of the pension system is a defined contribution mandatory funded scheme, and is labour market based, in support of the basic state pension. /…/ The third pillar, or the supplementary funded pension, is also a defined contribution scheme, which remains a voluntary part of retirement contributions in Estonia./…/

Around 40% of children were born outside marriage in 2011, according the EU statistical office, Eurostat. At 60%, Estonia registered the highest number of children born outside wedlock, followed by Slovenia at 57% and Bulgaria and France at 56%. The lowest were Greece and Cyprus on 7%.

The U.K. government is to set up a body involving businesses and counter-espionage organizations including MI5 and GCHQ to co-ordinate action against cyber threats. One of the elements will be a web portal where information can be shared in real time. The plan — the Cyber Security Information Sharing Partnership (CISP) — has emerged out of a 2012 pilot scheme known as Project Auburn.

Estonia could soon be hosting one of the world's biggest offshore wind farms, an investor claimed on March 26, as development of the renewable energy at the eastern end of the Baltic Sea finally starts to lift off.
Baltic Blue Energy - owned by local transport and energy mogul Endel Siff - announced on March 26 that it has submitted an application for permission to build a 2.7-gigawatt (GW) wind farm at the western end of the Estonian coast, between Hiiumaa and Saaremaa islands. However, instead of the full 388 turbines that would signify, BBB said it plans to limit the project to 1.9GW for now.

The truth is, this device can read your personal ID card and can be bought very affordably at any Estonian bank. This is legally binding and also confirms your identity. This is why Estonians can easily e-vote, file tax returns, submit company annual reports, sign contracts or even start brand new companies in minutes all from the comfort of their own homes. It removes a whole level of bureaucracy and adds a lot of simplicity to the daily life.
Unfortunately, outside of Estonia this system and the likes of it are not that wide-spread despite the EU Directive on Electronic Signatures that was put in place in December of 1999. This is what Signwise, a Tallinn based company, is trying to achieve by integrating all the possible solutions under one roof.

Estonia's student cubesat satellite is ready for the next Vega launch. The tiny spacecraft passenger for Vega's upcoming Flight VV02 is getting the same "white glove" treatment as the launch's two larger payloads, with Estonia's ESTCube-1 student satellite now mission-ready at the Spaceport in French Guiana. In the Spaceport's S1B clean room, ESTCube-1 has been integrated in its box-type dispenser - readying the cubesat for integration in the Vega launcher's payload "stack," along with the Proba-V and VNREDSat-1A passengers.
ESTCube-1 is the first Estonian satellite, built by a collaboration of students from Tartu University, Estonian Aviation Academy, Tallinn University of Technology and University of Life Sciences, and was developed in conjunction with the Finnish Meteorological Institute and the German Space Center (DLR).

Cyber security is a growing threat that even Nato can't legislate for, says Paul Davis, of security firm FireEye. /…/This follows the release of a new Nato handbook, which aims to define rules around cyber warfare. The manual warns governments to refrain from launching attacks on hospitals and nuclear plants, and defines a cyber attack as one that is “reasonably expected to cause injury or death to persons or damage or destruction to objects. The legislation warns against attacks on critical infrastructure, “even when [the targets] are military objectives” due to the potential for widespread loss of life. Nato’s attempts are undoubtedly to be advocated, however, whether or not the manual can realistically be enforced is to be seen. The handbook is the first attempt of its kind and was produced by a team of 20 legal experts working for Nato’s Co-operative Cyber Defence Centre of Excellence (CCDCOE) in Tallinn, Estonia. The CCDCOE centre – which Britain is expected to join later this year – was itself established in 2008 in response to a series of cyber attacks on Estonia, thought to be state-sponsored and originating from within Russia./…/

The court lifted a three-year suspension imposed by the International Ski Federation (FIS) on the two-time Olympic champion for use of HGH, citing "procedural flaws" in the limits established by Wada to determine a positive test. But the three-person CAS panel also said it believed Veerpalu did take HGH and it backed the Wada testing method as a whole. "What we have to do is actually look at the decision in a very calculated, objective fashion," Howman said. Estonia Air reports 35.8 mn euro operating loss in 2012

Struggling Baltic carrier Estonian Air said Thursday it was optimistic despite registering a net loss of 49.2 million euros ($63.5 million) last year.
The majority state-owned airline is now implementing a new business model that will have it become a cost-efficient regional carrier focusing on a handful of profitable routes.
The airline's revenue rose to 91.5 million euros, up from 76.1 million in 2011, but revenue from transfer traffic was disappointing and the company suffered an operating loss of 35.8 million euros.

Maastohiihtäjä Juha Lallukan kohta puolitoista vuotta vanhan dopingepäilyn käsittely jatkunee piakkoin. Lallukan tapaus kytkeytyi viime vuonna virolaishiihtäjä Andrus Veerpaluun, joka vapautui tiistaina dopingsyytteistä urheilun kansainvälisen välimiesoikeuden CAS:n päätöksellä.

Virossa kuten koko Baltiassa väestö on vähentynyt maiden itsenäisyyden aikana 10–20 prosenttia. Nuoret ovat suurelta osin lähteneet, ja monet virolaiset ovat siirtyneet Suomeen.

Helmikuun 24. päivänä itsenäinen Viro täytti 95 vuotta. Ensi viikolla, maaliskuun 27. päivänä liput liehuvat maassa jälleen, juhlatilaisuuksissa luodaan katsauksia tasavallan historiaan, kuorot laulavat ja etukäteistietojen mukaan myös monien kirkkojen kellot soivat.

Näin siksi, että elokuussa 1991 alkanut maan toinen itsenäisyyskausi on ensi keskiviikkona kestänyt tasan yhden päivän pitempään kuin ensimmäinen itsenäisen tasavallan kausi vuosina 1918–1940. Tarkkaan ottaen uusi ”ennätys” on 7 890 päivää.

Об этом на семинаре «Оздоровительное лето-2013» сообщила эстонский консул в Москве Тийу Вилясаар. По ее словам, число выданных визовых разрешений, включая мультивизы, растет год от года, и начало текущего года только подтверждает эту позитивную тенденцию.
